Likely some sort of hint to one of the killers. The message is directed at Ichgio, and-- uh.

I don't know who Weather-kun and Giveup-kun are, though.

Perhaps 'Weather-kun' refers to someone who likes to spend their time in the greenhouse.

[ He knows he does, but, he's not sure if it's referring to him...he's, well-- ]

Giveup-kun may be a more recent one, perhaps based upon discussion here [ Or elsewhere. ], if the dead can hear our words. From someone he believes who has given up. Even if it's not necessarily 'giving up' in the complete sense. I do have a supposition that if he's sending a message to Ichigo, he may also be calling out to you with one of those nicknames.

You're probably-- [ah, wait. he's rearranging the words and symbols in his head as he speaks] -- actually, "give up" might be "akirameru," which would probably be me for sure.

. . . Weather-kun is probably Hiyori. So me, Ichigo, and Hiyori.

There's a chance he's probably piggybacking on whatever it was Dazai meant.
